The decision is still on the slide

No one defied it. Each team did the reasonable thing with the version it was given.

The decision was made. The work moved on without it.

No one rejected it. Each team simply read it slightly differently, and the gap will not show until the delay does. By the time it reaches a status report, it has already cost weeks.

You can see it long before the delay.

One site treats the decision as direction.
Another treats it as a proposal.
One team builds to it.
Another waits for confirmation.
One person renegotiates it in a side thread no one reads.

The decision is still on the slide. It stopped governing the work weeks ago.

No one defied it. Each team did the reasonable thing with the version it was given. The system never forced the differences into the open.

I have sat in the review where this finally surfaces. The programme is late, the decision looks agreed, and no one can name the day it broke. By then, the cheap fixes are gone.

So look past the decision log, to the work itself.

Who is acting on the decision today?
Who is waiting?
Who has changed it?
Who is still renegotiating it?

If you cannot answer, the programme has already moved off its own decision. The status just has not caught up yet.
