Fear sits in a position, not a personality
An instruction makes sense where it was written. By the time it reaches the work, it has changed shape.
The team thinks the manager has lost judgement. The manager thinks head office left them no choice. Both are describing the same programme. When I am called, the gap between them has already cost weeks. This is how delay survives across borders, without anyone openly blocking the work.
An instruction comes from head office. It makes sense where it was written. By the time it reaches the work, it has changed shape. Locally, it looks excessive. Rigid. Sometimes absurd. It gets followed anyway. Not because people agree. Because challenging it would mean challenging a system no one can quite reach.
This is where fear takes hold. Not in a personality. In a position.
The manager sits between two systems that do not read each other. Head office is working from one logic: risk, consistency, governance, control. The local team is working from another: capacity, trust, informal authority, the actual order in which work can move. The expectation does not survive the crossing unchanged. Someone has to translate it. Translation requires seeing both systems at once. Under pressure, almost no one gets to do that. So translation becomes distortion.
Then fear starts doing the work. Questions become careful. Pushback becomes indirect. Bad news arrives late, and smaller than it is. Decisions wait for proof no one can quite produce. People comply with versions of instructions they do not believe in, because explaining the mismatch feels riskier than carrying it.
No one is hiding anything. Everyone is protecting a different part of the system.
The people doing the work see the distortion every day, but cannot reach the level it came from. The manager can reach upward, but fear softens the message on the way up. Head office can change the arrangement, but cannot see what it produces three layers down. That is the trap.
Seen, the mismatch can be worked with. Unseen, it sets the ceiling the whole programme runs under.
The people with authority do not need more compliance. They need a way to see what their instruction becomes before it starts governing the work. No one running a programme sees their own system whole.
That is where my work usually starts.
